Strengthening industry WSH ownership through the effective use of WSH-enabled technology 
 
Themed I.O.T. – “Industry Ownership, enabled by Technology”, the annual Workplace Safety and Health (WSH) Symposium on Cranes was held on 15 January 2020. The event aimed to provide greater insights into the latest developments in technology, capability building and health improvement methodologies to make crane lifting operations safer. 
 
In his opening address, Mr Zaqy Mohamad, Minister of State for Manpower, shared that in 2009, Singapore faced a key concern with the high number of Dangerous Occurrences (DOs) involving crane operations. Ten years on, the number of DOs dropped from 21 cases in 2009 to eight in 2019. 
 
Mr Zaqy urged the industry to continue its efforts for zero crane-related DOs through three ways:

1) Adopting a technology-enabled approach with technologies such as the Stability Control System (SCS) for lorry cranes and data loggers, which have proven to be effective in making crane operations safer. He shared that MOM has developed a set of practices that companies can adopt to implement a robust management system for safe use of cranes.

2) Strengthening ownership of WSH by instilling a pervasive culture of care, trust and injury prevention. To aid the industry in deepening its risk management capabilities, he announced the release of two new WSH guidelines on crane safety, and the launch of the “Safe Lifting Clinic” programme in July 2020, spearheaded by the Singapore Institution of Safety Officers.

3) Promoting workers' health so that they can manage and conduct safer crane lifting operations. The WSH Council’s Total WSH assistance programme can help companies to look at WSH holistically and improve WSH outcomes.
 
Close to 400 industry partners and WSH practitioners at the event also witnessed six government agencies – Housing Development Board, JTC Corporation, Land Transport Authority, MOH Holdings, National Parks Board and Public Utilities Board – committing to raise the WSH standards of the industry by encouraging more crane operators to adopt SCS. The agencies commit to put in place tender requirements for new and existing lorry cranes to be installed with SCS at all their worksites, advocate a suitable familiarisation programme for lorry crane operators and lifting personnel, and influence industry partners and stakeholders to adopt the use of SCS.

The Symposium featured an indoor exhibition where participants had the opportunity to view and try various technologies that can better crane operations. In addition, there were outdoor lorry crane displays and demonstrations on how SCS can help make crane lifting operations safer.
