Companies in this programme are key industry players that help to uplift WSH capability in their industries, especially among their SME contractors.

Programme Overview

The WSH Advocate Programme brings together major service buyers with extensive supply chains to champion WSH excellence across industries. These WSH Advocates play a crucial role in influencing their contractors, particularly SMEs, to adopt robust WSH practices. 

The WSH Advocates play a “queen bee” role to nurture higher WSH standards among contractors by doing the following:

  • Require all contractors and sub-contractors doing manual work in their premises to have WSH accreditation, such as at least bizSAFE Level 3; 
  • Favour awarding contracts to safer contractors, by making good WSH performance a qualifying criterion to a vendor, or by putting weightage on past WSH performance in evaluating prospective contractors; 
  • Reward contractors for good WSH performance on their projects, through greater preference for future contracts, or with monetary bonuses; and
  • Develop contractors’ and sub-contractors’ WSH capability through sharing best practices, training or engagement opportunities.  

Through this partnership with the WSH Council, the WSH Advocates help to reinforce the principle that good WSH performance is good for business, not just for themselves, but for their contractor pool as well.

Appointment of Second Batch of WSH Advocates 

Another 19 leading firms were unveiled as WSH Advocates on 10 September 2025, bringing the total to 37. Together, they cover a workforce of more than 340,000 in their supply chains, strengthening the collective movement of companies committed to raising WSH standards across their industries and value chains. 

Partnership Agreement Signing Ceremony 

On 27 January 2025, the inaugural batch of 18 WSH Advocates cemented their commitment to the WSH Advocate Programme by signing a Partnership Agreement with the WSH Council. 

This ceremony, following the Programme’s unveiling at The Singapore WSH Conference 2024, highlights the WSH Advocates’ instrumental role in uplifting WSH standards across industries, especially amongst their SME contractors.

Witnessed by the WSH Council Chairman, Mr Abu Bakar Mohd Nor, the ceremony reinforced the importance of progressive procurement practices in promoting safer workplaces. Mr Abu Bakar also presented plaques to the 18 WSH Advocates, in recognition of their contributions as key industry players in fostering robust WSH practices within their extensive supply chains.
