On 1 August 2025, the Training Providers’ Forum saw more than 120 attendees from the different training providers (TPs) coming together to align efforts and to strengthen the WSH training standards in Singapore.


In the opening address, Mr Silas Sng, Commissioner for Workplace Safety and Health, called on TPs to play their part in building a strong training ecosystem – one that can self-regulate and continuously improve. He shared with participants three desired outcomes in shaping the WSH training landscape:

  • Adoption of continuous learning;
  • Integrity as a core value; and
  • Delivery of excellent quality training.

Mr Sng acknowledged the TPs as “enablers” of safer workplaces, as quality training helps build a workforce that can identify hazards, apply WSH principles, and prevent injuries. This is aligned to the WSH 2028 vision of stronger industry ownership.


In a sharing by the Ministry of Manpower, the TPs were informed of the common lapses observed during inspections, such as poor assessment paper management, unauthorised repeated assessment attempts, failure to comply to standard operating procedures, and weak quality control. Such negligence underscores the need for strong governance and compliance to uphold the integrity of the WSH training framework. MOM also urged the TPs to adopt the good practices, such as distinct trainer-assessor roles, robust assessment controls, and systematic record keeping. 

Certification bodies, Guardian Independent Certification Pte Ltd and SOCOTEC Certification Singapore Pte Ltd highlighted key ISO 29993 audit findings, such as, non-conducive training space, failure to achieve trainer CPD requirements, poor assessment security management, and poor trainer’s guide management.


All TPs must comply with the Technical Notes Part I & II. Any breach of the TN requirements shall subject the TP to either an issuance of a Warning Letter, Suspension, Withdrawal or Prosecution. TP shall also be required to refund the full training fees to employers/learners, where appropriate and necessary.
