On 27 September 2023, more than 100 leaders from the Built Environment (BE) sector attended the REDAS WSH Leadership Forum themed “Transformational WSH Leadership”. Organised by the Real Estate Developers’ Association of Singapore (REDAS) and supported by the Ministry of Manpower and Workplace Safety and Health (WSH) Council, the event highlighted the critical roles played by developers in setting the WSH direction for construction projects.

Mr Tan Swee Yiow, President of REDAS, highlighted the measures that the BE sector and developers have implemented, such as incorporating Design for Safety (DfS), introducing safety as part of procurement policies and harnessing technology and incentive schemes to enhance WSH outcomes.

Guest of Honour at the Forum, Mr Tan Kiat How, Senior Minister of State for National Development, shared the need for safer work sites, despite improvements made during the Heightened Safety Period. He highlighted three ways the government has partnered with industry stakeholders and taken the lead in implementing those measures:

1. Extending the safety disqualification framework to more parties, including sub-contractors involved in a project, and for smaller value projects;

2. Assigning greater weightage to safety when evaluating tenders and introducing a bonus scheme for larger projects; and

3. Encouraging contractors to leverage technology to enhance safety outcomes and increase productivity.

Mr Christopher Koh, General Manager of the WSH Council, moderated a panel discussion which saw Mr Silas Sng, Commissioner for WSH, and other guest speakers discuss candidly about transformational WSH leadership.
