The Singapore Workplace Safety and Health (WSH) Conference brought together more than 1,500 business leaders, union representatives, regulators and WSH practitioners. Centred on the theme “Insight to Impact: Collective Effort for Stronger WSH Outcomes”, the Conference explored how shared insights can be turned into practical action for safer, healthier and more productive workplaces.


In his Welcome Address, WSH Council Chairman Mr Abu Bakar Mohd Nor emphasised that WSH is a shared responsibility that begins with individual ownership and accountability. He highlighted the need for everyone to be "Ready, Willing and Able" — ready with the right appointment, equipment and support, willing to take responsibility for safety, and able to perform work safely and effectively. Stressing that everyone has a role to play in strengthening safety culture, he noted that leadership is key to shaping behaviours, inspiring teams and fostering the adoption of good safety practices across organisations.

Opening the Conference, Minister of State for Manpower Mr Dinesh Vasu Dash urged stakeholders to “stay vigilant, adapt early and act together”. While Singapore has made steady progress in reducing fatal and major injury rates, he emphasised the need to strengthen safety ownership at every level and prepare for emerging risks.

MOS Dinesh also announced several initiatives to strengthen Singapore’s WSH ecosystem:

  • the Alliance for Action on Safety and Health for Employment Longevity (AfA-SHEL), which will drive innovation in injury prevention, return-to-work support and workplace adaptation; 
  • the Safety Advisory & Guidance Engine (SAGE), an AI-enabled knowledge and decision-support platform designed for WSH professionals;
  • the WSH Council's WhatsApp Channel, a new direct communication channel platform that delivers concise, timely and actionable WSH information to subscribers; and 
  • enhancements to the Top Executive WSH Programme, which emphasise executive accountability, governance and due diligence.

Keynote speakers Mr Tony Lombardo and Ms Candace Carnahan shared compelling reflections on leadership, resilience and the human impact of workplace safety. Drawing on their personal experiences, they challenged participants to look beyond compliance and consider how leadership, culture and everyday choices shape safety outcomes. 

Across the plenary and symposium sessions, participants discussed topics ranging from leadership and governance to emerging risks, workers’ health and well-being, artificial intelligence and automation. The discussions reinforced a common message: stronger WSH outcomes depend on organisations learning from one another, embracing innovation and acting together.

Learning Journeys


Ahead of the Conference, participants also gained first-hand insights into leading WSH practices through Learning Journeys hosted by Expand Construction Pte Ltd, NESST Singapore Ltd, PSA Corporation Ltd, SBS Transit and SMRT Corporation Ltd. The visits showcased:

  • smart WSH technologies and collaborative risk management at NS Square;
  • worker well-being initiatives at NESST Tukang Purpose-Built Dormitory;
  • the use of automation and artificial intelligence at Tuas Port;
  • a safety-first culture in rail operations and maintenance; and 
  • how the Kaizen philosophy supports continuous improvements in safety, reliability and operational excellence.
