Launch of the Revised WSH Guidelines for Inland/Inshore Commercial Diving at the Diving Safety Seminar 2021

The Commercial Diving Association (Singapore) (CDAS), with the support of the Shipbuilding and Marine Engineering Employees’ Union and the Workplace Safety and
Health (WSH) Council, organised the annual Diving Safety Seminar on 17 September 2021. The seminar, which aims to raise WSH awareness among the commercial diving
community, attracted more than 140 participants.

Mr Alexis Chee, Chairman of CDAS, welcomed participants by highlighting the increased interest in safety within the commercial diving community. This includes the commercial
diving industry, ship classification bodies, process plant operators and construction companies. Mr Chee reminded all participants to remain vigilant especially during these
uncertain times.

Mr Zaqy Mohamad, Senior Minister of State for Manpower, gave the opening remarks, where he announced the launch of the revised WSH Guidelines for Inland/Inshore
Commercial Diving. He was pleased to note that there were no fatal commercial diving cases since August 2018. However, he revealed that his ministry continued to receive
reports of unsafe commercial diving practices. Mr Zaqy urged the commercial diving community not to let its guard down. He encouraged the industry to adopt the revised
Guidelines and implement good WSH practices to ensure the safety and health of every commercial diver.

The seminar saw various presentations, including a sharing by the Ministry of Manpower on the key findings from commercial diving inspections. Members from the WSH Council
(Commercial Diving) Working Group shared the process of the revision to the Guidelines and highlighted key enhancements. Finally, speakers from a diving medical company
shared the differences between Self Contained Underwater Breathing Apparatus and Surfaced Supplied Diving Equipment from a medical perspective.

The webinar concluded with Professor Chan Eng Soon, Chairman of WSH Council (Marine Industries) Committee, moderating the Q&A. Questions raised range from compliance to
the Guidelines, as well as the roles and responsibilities in ensuring safety in commercial diving.
