​WSH Awards 2021

The annual WSH Awards are given to organisations and individuals in recognition of their achievement of excellence in workplace safety and health.

About the WSH Awards

Presented by the WSH Council and supported by the Ministry of Manpower (MOM), the annual WSH Awards recognise organisations and individuals who have achieved excellence in workplace safety and health.

Award Categories

The following categories are open for application for the WSH Awards 2021:

WSH Developer Awards

This award recognises developers who play an active role in ensuring good workplace safety and health practices among their contractors.

Who May Apply

Developers must meet all of the following criteria:

  • No fatal accidents in all projects since 2020;
  • Specified WSH provisions in the contracts with contractors;
  • Shown a robust Contractors Safety Management (CSM) system;
  • Shown a commitment to WSH when managing projects (e.g. safety policy and safety organisation);
  • Shown that the projects adopted Design for Safety concepts in their safety management programmes;
  • Won at least three entries in the WSHPA or SHARP award category in 2021; or won at least two entries in the WSHPA or SHARP award category for two consecutive years; and
  • Completed the X Factor Checklist (XLS) and achieved at least 80% in score for question 1; and
  • Completed the CultureSAFE Perception Survey and Evidence Based Assessment. Achieved a score of 1.6 and above on the CultureSAFE index.

Disqualifying Factors

Applicants will be disqualified if the following occur in 2020 or 2021, before the announcement of results:

  • A Stop Work Order;
  • An accident (including occupational disease) that caused death or permanent disablement;
  • An investigation, conviction or prosecution (including pending cases) with regard to workplace matters under the Workplace Safety and Health Act, Work Injury Compensation Act or any other governmental regulations; or
  • Any submission of falsified or inaccurate information.

WSH Performance Awards (WSHPA)

This award recognises organisations that have implemented sound safety and health management systems.

 

Types of award

Description

Excellence Award

  • Organisations that have achieved the Gold Award for three or more years consecutively will be shortlisted for evaluation.
  • Organisations must also not have any lost injury time in the year of 2020.
  • Other factors will also be taken into consideration.

Gold Award

  • Organisations that have achieved the Silver Award for three or more years consecutively will be shortlisted for evaluation.
  • Organisations must also not have any lost time injury in the year of 2020.
  • Other factors will also be taken into consideration.

Silver Award

For organisations with good safety and health performance, and workplace safety and health management systems.

Who May Apply

Organisations must meet all of the following criteria:

  • Did not receive more than two compound fines in 2020 till the time of award;
  • No records in the Business Under Surveillance Programme since 2020 till the time of award;
  • No reportable accident during its operation for the full year of 2020*;
  • Performed the Enhanced ConSASS package or Enhanced OSHMS Checklist (XLS) and Enhanced OSHMS score card (XLS) . Achieved a total element score of at least 70% for Band III of the scorecard;
  • Completed the X Factor Checklist (XLS) and achieved at least 80% in score for question 1;
  • Completed the CultureSAFE Perception Survey and Evidence Based Assessment. Achieved a score of 1.6 and above on the CultureSAFE index; and
  • If the organisation is a joint venture, it must operate like a company. It must be around for at least three years with at least three ongoing projects that meet all of the award's criteria.

*If your organisation had a reportable accident, you may be eligible to apply if your workplace achieved at least 750,000 man-hours without any accidents and your organisation's injury rate is below the industry-specific injury rate (See the WSH Performance Awards 2021 application form). This criterion applies to any workplace that ended its operations in 2020.

Disqualifying Factors

Applicants will be disqualified if the following occur in 2020 or 2021, before the announcement of results:

  • A Stop Work Order;
  • An accident that is classified as a Dangerous Occurrence;
  • A record in the Business Under Surveillance Programme;
  • An accident (including occupational disease) that caused death or permanent disablement;
  • An investigation, conviction or prosecution (including pending cases) with regard to workplace matters under the Workplace Safety and Health Act, Work Injury Compensation Act or any other governmental regulations; or
  • Any submission of falsified or inaccurate information.

You may also be disqualified if you are involved in any violations such as reporting violations, demerit points, WSH-related investigations or high-profile accidents.

Safety and Health Award Recognition for Projects (SHARP)

This award recognises large-scale projects or worksites that have good safety and health performance, and workplace safety and health management systems. Examples of winning projects in this award include shipyard projects, construction worksites and large projects within an organisation.

As applicants can only submit a single project for this category, organisations with multiple projects or worksites may apply for the Workplace Safety and Health Performance Awards (WSHPA) instead. You may apply for WSHPA for all of your projects and SHARP for a particular project.

Who May Apply

Projects that have no records in the Business Under Surveillance Programme since 2020, and an organisation's injury rate and project's injury rate equal to or below the application criteria injury rate (industry-specific) may apply.

Your project must meet all of the following criteria:

  • Did not receive more than two compound fines in 2020 till the time of award;
  • No reportable accident during its operation for the full year of 2020*;
  • Performed the Enhanced ConSASS package or Enhanced OSHMS Checklist (XLS) and Enhanced OSHMS score card (XLS). Achieved a total element score of at least 70% for Band III of the scorecard;
  • Completed the X Factor Checklist (XLS) and achieved at least 80% in score for question 1;
  • Completed the CultureSAFE Perception Survey and Evidence Based Assessment. Achieved a score of 1.6 and above on the CultureSAFE index; and
  • Achieved at least 200,000 man-hours in 2020. Projects with less than 200,000 man-hours may consider applying for the WSHPA at the company level instead.

*If your project had a reportable accident, you may be eligible to apply if your project achieved at least 750,000 man-hours without any accidents and your organisation's injury rate is below the application criteria injury rate (industry-specific) (See the SHARP 2021 Application Form (DOC) for more information). This criterion applies to any project that ended its operations in 2020.

Applicants will be disqualified if the following occur in 2020 or 2021, before the announcement of results:

  • A project-related Stop Work Order;
  • A project-related accident that is classified as a Dangerous Occurrence;
  • A project-related accident (including occupational disease) that caused death or permanent disablement;
  • A project-related investigation, conviction or prosecution (including pending cases) with regard to workplace matters under the Workplace Safety and Health Act, Work Injury Compensation Act or any other governmental regulations;
  • Any project-related submission of falsified or inaccurate information; or
  • A record in the Business Under Surveillance Programme.

You may also be disqualified if your project is involved in any violations such as reporting violations, demerit points, WSH-related investigations or high-profile accidents.

WSH Innovation Awards

This award recognises the best of WSH innovations across various industries, where teams implemented innovative solutions to improve safety and health standards in their workplaces.

Who May Apply

Organisations with an innovative solution that meets all of the following criteria:

  • Led by teams comprising employees;
  • Focused on minimising hazards such as chemicals, noise, work at height and ergonomics. The solution may be in the form of engineering measures, practices or safety systems that eliminate, control or significantly reduce a hazard's risks;
  • Resulted in significant improvement in WSH;
  • Implemented for at least 6 months with no reportable accident or incident in the workplace following its implementation;
  • Have no stop work order, remedial order, composition fine or prosecution for contraventions in the year before the time of application;
  • Have effective risk control measures which do not create or lead to new risks;
  • Did not introduce new hazards into the workplace; and
  • Did not infringe any copyright or patent law.

WSH Awards for Supervisors

This award recognises supervisors who take care of their workers by improving the safety and health performance in their workplaces.

Who May Apply

Employers of supervisors who meet all of the following criteria:

  • In charge of at least five workers;
  • Performs junior supervisory role instead of managerial role;
  • Either a Singaporean/PR/S Pass/Work Permit holder;
  • None of the workers supervised have had an accident since 2020;
  • Worked at least two years in the organisation as a supervisor;
  • Attended at least one WSH course at the supervisor level; and
  • Active in WSH programmes, committees or innovation teams.

Disqualifying Factors

Applicants will be disqualified if the following occur in 2020 or 2021, before the announcement of results:

  • An accident (including occupational disease) that caused death or permanent disablement;
  • An investigation, conviction or prosecution (including pending cases) with regard to workplace matters under the Workplace Safety and Health Act, Work Injury Compensation Act or any other governmental regulations; or
  • Any submission of falsified or inaccurate information.

WSH Officer Awards

This award recognises exemplary performance and valuable contributions by registered WSH Officers (WSHOs) in cultivating safe and healthy workplaces in Singapore.

Who May Apply

A registered and practising Workplace Safety and Health (WSH) Officer who meets all of the following criteria:

  • Worked in the organisation for at least two years;
  • Worked in an organisation with no fatal accidents, permanent disabilities, dangerous occurrences, Stop Work Orders, investigations, convictions, or prosecutions (including pending cases) or any other safety infringements since 2020;
  • Registered as a WSH Officer for at least five years;
  • Played a key role in developing and executing WSH or risk management programmes to improve the organisation’s WSH practices and standards; and
  • Contributed to the industry (e.g. presented papers at WSH seminars). Refer to the WSH Officer Awards 2021 Application Form (DOC) for more examples of contributions to the industry.

Applicants may be disqualified if the following occur in 2020 or 2021, before the announcement of results:
